In the Line of Duty

This monument, dedicated in 1980, is named for Officer Christos G. Rouses, who was killed in the line of duty by an armed robber while responding to a silent alarm at a local pharmacy.

The memorial, located at JFK Plaza, directly in front of Lowell Police Department Headquarters, depicts an officer with his hand on the shoulder of a young child and features the names of Officer Rouses and other fallen Lowell officers.

Fallen Police Officer Patrick F. Leavitt

Police Officer Patrick F. Leavitt

Officer Patrick F. Leavitt suffered a fatal heart attack during a high speed pursuit of an auto theft suspect.

Officer Leavitt had served with the Lowell Police Department for 22 years. He was survived by his wife and three children.

Fallen Officer George F. A. Pearsall

End of Watch: Wednesday, April 24, 1957

Officer George F. A. Pearsall was shot and killed with his own service weapon while conducting a stake out operation.

The case still remains open today.

Patrolman Pearsall had served with the Lowell Police Department for 17 years. He is survived by his wife and eight children.

Fallen Police Officer John Joseph Winn

End of Watch: Monday, May 3, 1971

Officer John J. Winn died as a result of injuries received in an assault seventeen months earlier.

Office Winn was checking the doors of a church and two men attacked him when he entered the dark back stairwell to check the door. They attacked him with a tire iron, leaving him for dead, to take his pistol so they could hold up a liquor store and get money to buy drugs.

However, Officer Winn wasn’t dead. He crawled and walked to a local pay phone where he called for an ambulance. His optic nerve was damaged and he went blind right away. Officer Winn lived for another seventeen months, dying as a result of the severe injuries that he sustained in that horrendous beating.

Both suspects were apprehended and convicted of assaulting Officer Winn. One was sentenced to 15 to 25 years in prison and the other to 10 to 15 years.

Fallen Police Officer Christos G. Rouses

Police Officer Christos G. Rouses
End of Watch: Friday, November 17, 1978

Officer Christos G. Rouses was shot and killed by an armed suspect who was fleeing a drug store after robbing it. The suspect was shot and mortally wounded in an exchange of gunfire with two other officers who arrived on the scene.

Officer Rouses had been in law enforcement for 22 years and is survived by his wife and children.
