The Operational Services Bureau is overseen by a Deputy Superintendent and encompasses the entire uniformed branch of the Lowell Police Department. The Operational Services Bureau consists of three sectors: A, B, and C. The Sector Captains are responsible for overseeing all police activities within their sectors and report directly to the Deputy Superintendent. The three sectors are patrolled twenty-four hours per day, seven days per week, by uniformed officers on foot and in patrol cars.

The Deputy Superintendent of the Operational Services Bureau also oversees the Operational Support section of the department, which includes the Neighborhood Action Unit, Traffic Unit, Animal Control, Fleet Maintenance, Signs/Meters, Crossing Guards, Housing Unit, Special Vehicles, K-9 Unit, Motor Units, and NEMLEC.
