In January 2024, the Lowell Police Department expanded its police services related to neighborhood problems, complaints, and issues. The Lowell Police Department’s newly formed Neighborhood Response Unit serves as the primary provider of neighborhood services for the department. The Neighborhood Response Unit replaced the Sector Captains as the primary liaison to neighborhood and community groups as well as businesses and nonprofits. The unit consists of a Captain, a Lieutenant, a Sergeant, and 10 patrol officers across both day and night shifts: increasing the resources available to the Neighborhood Response Unit Captain as well as our responsiveness to neighborhood concerns. The Neighborhood Response Unit works with the Crime Analysis Intelligence Unit to identify neighborhood crime trends and quality of life issues and then apply problem solving techniques to address them.
Captain Daniel Desmarais, the Commanding Officer, oversees the Neighborhood Response Unit as well as Officers assigned to the Lowell Housing Authority and Co-Op Team. Captain Desmarais is assisted by Lieutenant William Florence and Sergeant Connor Elmore. Officers Sean Casey, Nicholas DeRosa, David Dougal, Demetrios Exarhoulakos, Shane Goyette, Buntha Kieng(LHA), Cody Krygowski, William Martir(Co-Op), Jeffrey Pelton and Allora Rudy are the patrol officers assigned to the unit.
